Features: Retooled CD 164 Mold 2 to strengthen lettering, now strong, still slightly uneven, with mostly triangular edges. On front, there are a series of barely discernible blot outs beneath LYNCHBURG. On reverse, there is a circular blot out following NO. 38 that removes part of the dash following 38 so that there is only a dot instead of a dash; top curve of S is larger and heavier; there are barely discernible remnants of previous periods following U. S. A. (see below). The mold number is larger at the top and the bottom leg slants slightly downward; it is very weak on some pieces (see below).
